The treaty must be ratified, if submitted, by 2/3 vote of the senate. In past years, during Clinton's term, this treaty was submitted but no action was taken by the senate. Hopefully the same will happen again. The big problem though is Obama, who has willfully circumvented the laws of the land by means of "Executive Order".
